Role Summary

The Medical Manager provides overall clinical leadership and quality oversight within the Ebola Treatment Centre (ETC), ensuring strict compliance with all ETC SOPs, Ebola case management protocols, and Infection Prevention and Control (IPC) procedures (in collaboration with the nurse IPC focal point). The position supervises medical staff, ensures high-quality patient care, and monitors the availability and consumption of medicines, medical supplies, and PPE to prevent stock-outs.

Project Overview

The project strengthens Ebola preparedness and response in the DRC by improving health facility capacity for infection prevention, triage, and case management while maintaining essential services. It enhances community surveillance through trained Community Health Workers for early detection and referrals. Additionally, it establishes an Ebola Treatment Centre to provide safe isolation, quality care, laboratory coordination, and psychosocial support by one of the other partners.

Responsibilities:
Clinical Oversight

• Ensure all ETC clinical activities comply with approved SOPs and Ebola case management guidelines.

• Supervise ETC Doctors and ensure adherence to their Job Description and clinical responsibilities.

• Review clinical documentation, treatment plans, and patient outcomes.

• Support management of complex or critically ill patients.

Quality & Compliance

• Monitor compliance with IPC measures, including PPE use, isolation procedures, donning and doffing protocols.

• Conduct regular clinical audits and address any deviations from protocols.

• Ensure patient safety and immediate reporting of any exposure incidents or safety concerns.

Staff Supervision & Capacity Building

• Provide supervision, mentoring, and technical guidance to ETC medical staff.

• Organize clinical briefings, case reviews, and continuing training.

• Support capacity building of national clinical staff.

Medical Supplies & PPE Management

• Monitor consumption of drugs, medical supplies, and PPE.

• Ensure adequate stock levels and prevent stock-outs through regular forecasting and coordination with logistics and pharmacy teams.

• Review and validate medical and PPE requisitions.

Coordination & Reporting

• Participate in ETC management meetings and multidisciplinary coordination.

• Provide regular reports on clinical activities, SOP compliance, stock status, and operational challenges. Fill the Medair daily entry report (as shared by WHO)

Qualifications, Experience & Technical Competencies:

• Medical Doctor registered with an accredited medical council.

• Training in Ebola/Viral Haemorrhagic Fever management and outbreak response is desirable.

• 1-year overseas experience in relief work with an NGO, having worked in the health sector desirable.

Behavioural Skills

• Strong clinical leadership and supervisory skills.

• Thorough knowledge of Ebola case management, IPC, and ETC operations.

• Ability to enforce SOP compliance and quality standards.

• Strong organisational, communication, and problem-solving skills

• Ability to work effectively in high-risk humanitarian environments.
